Democracy for the Arab World Now (DAWN) and Expanding US Lawfare

DAWN has consistently exploited legal frameworks in seeking the issuance of arrest warrants against Israelis by lobbying the International Criminal Court (ICC), the United States government, and the International Court of Justice (ICJ). Additionally, a number of DAWN officials, including board members, have ties to the Muslim Brotherhood and have voiced support for the Hamas terrorist group.

Dutch Court Blindly Adopts NGO Claims on Gaza

On February 12, 2024, the Dutch Court of Appeal ruled that the Netherlands must cease transfer of US-owned F-35 fighter jet components to Israel. The appeal was initiated by four pro-BDS NGOs – Oxfam Novib, PAX, Rights Forum, and Amnesty International – which had sued the Dutch government to stop the transfers and had lost in District Court.

German Funding in Light of the October 7 Massacre

NGOs funded through German development programs (Entwicklungshilfe) with the stated aim to promote “human rights” and “international law” have failed to condemn these blatant violations of human rights and humanitarian principles.

The South African Genocide Complaint and PFLP-Linked NGOs

On December 29, 2023, South Africa instituted proceedings against the State of Israel before the ICJ, alleging that Israel is committing genocide against the Palestinian people in Gaza. Gaza Lawfare: Anti-Israel NGOs Abuse Courts in Pursuit of “Genocide” Charges

Switzerland Suspends Funding to 11 NGOs after October 7 Hamas Massacre

On October 25, 2023, Switzerland Federal Department of Foreign Affairs (FDFA) announced the suspension of funds to 11 NGOs (6 Palestinian and 5 Israeli) pending “an in-depth analysis of the compliance of these organizations’ communications with the FDFA’s Code of Conduct and anti-discrimination clause, to which external partners are subject.”

NGO Complicity in Hamas Propaganda on Gaza Hospital

On October 17, the Hamas-run Ministry of Health in Gaza claimed that an Israeli airstrike hit Al-Ahli Baptist Hospital, killing hundreds of civilians. Many NGOs immediately adopted the Hamas narrative of Israeli culpability, even though there was no evidence to support it.

Sham UN Hearings Attempt to Suppress NGO Monitor Research

False Claims, Discredited Sources: The Initial Report from the UN’s Permanent COI Targeting Israel

On June 7, 2022, the UN Human Rights Council “Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and in Israel” (COI) published its first report. As expected, this initial report perpetuates outright falsehoods, and relies on information provided by terror-linked and anti-Israel NGOs to previous UN bodies. This is consistent with the COI’s prejudicial mandate and the bias of commission members.

In-depth Audit Says World Vision Totally Incompetent, Funded Hamas

On November 3, 2021, the Israeli Registrar of Non-Profits petitioned the Jerusalem District Court to dissolve an Israeli non-profit organization belonging to the international aid agency, World Vision. As justification for the request and following a multi-year investigation, the Registrar alleges that the local non-profit did not implement humanitarian projects as it claimed to and conducted financial transactions for purposes other than its stated goals – including providing funds to Hamas.  Moreover, the Registrar charges that the non-profit’s executive and oversight frameworks were non-functional and ineffective.

Michael Lynk’s Final Fiction

On March 22, 2022, UN Special Rapporteur “on the situation of human rights in the Palestinian Territory occupied since 1967” Michael Lynk released his final report before ending his six-year term. As in previous reports, he parrots terror-linked NGOs and falsifies reality to accuse Israel of committing “apartheid.”

Anti-Israel Bias and NGO Links of UNHRC’s Gaza Commission of Inquiry Members

On July 22, 2021, the United Nations Human Rights Council appointed the members of a “Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel." The chosen panel members’ have conflicts of interest and prejudicial backgrounds, including long histories of anti-Israel activism and highly inflammatory rhetoric.

EU-funded NGO hosts PFLP memorial event saluting terror group founder

On January 29, 2022, the Popular Front for the Liberation of Palestine, an EU-designated terrorist group, organized a memorial ceremony honoring PFLP founder which took place at the hall of the Abdel Shafi Community Health Association (ACHA; formerly Red Crescent Society for the Gaza Strip [RCS4GS]) in Gaza. ACHA is also linked to the PLFP.

Candidates for the UN Special Rapporteur for the Palestinians, Biased Candidates for a Biased Mandate

In March 2022, the Human Rights Council will appoint a new Special Rapporteur on the “situation of human rights in the Palestinian Territory occupied since 1967.” In keeping with past practices, at least five of the six candidates have records of anti-Israel partisanship, and do not appear to fulfill the requirements of impartiality and objectivity as required by HRC resolution 5/1.

Union of Agricultural Work Committees' Ties to the PFLP Terror Group

Numerous UAWC staff members, founders, board members, general assembly members, and senior staff members have ties to the PFLP terror group. UAWC is identified by Fatah as an official Popular Front for the Liberation of Palestine (PFLP) “affiliate” and by a USAID-engaged audit as the “agricultural arm” of the PFLP. According to academic scholar Glenn E. Robinson, UAWC was founded in 1986 by “agronomists loosely affiliated with the PFLP.”

Analysis: Israel Designates 6 PFLP-linked NGOs as Terrorist Organizations

On October 22, 2021, the Israeli Ministry of Defense (MoD) designated 6 Palestinian NGOs as terrorist organizations. According to the MoD, Defense for Children International-Palestine (DCI-P), Union of Agricultural Work Committees, Al-Haq, Addameer, Union of Palestinian Women’s Committees (UPWC), and Bisan were included on Israel’s list of terrorist organizations because they are operated by and for the benefit of the Popular Front for the Liberation of Palestine (PFLP).

For years, pro-BDS NGOs, some with links to terror groups, have lobbied Congress against American security assistance to Israel, including Iron Dome and other defensive systems. NGOs Intensify Apartheid Demonization Campaign

In the past 18-months, at least 15 political NGOs involved in anti-Israel advocacy, as well as their UN allies, have issued publications accusing Israel of “apartheid.” This offensive term is used to advance a narrative of unparalleled Israeli immorality, and to promote demonization through BDS and lawfare, including in the International Criminal Court (ICC).

McCollum’s HR 2590: False Claims, Distortions, and Missing Context

On April 15, 2021, Representative Betty McCollum (D-MN) introduced the “U.S. Commitment to the Universal Human Rights of Palestinians Living Under Israeli Military Occupation Act.” This is McCollum’s third such bill in recent years – written in conjunction with anti-Israel NGOs, and meant to advance BDS and demonization of Israeli companies and defense forces.

UN OCHA-oPt: Exploiting Humanitarianism to Advance Political Warfare

The Israel, West Bank, and Gaza branch of the UN’s Office for the Coordination of Humanitarian Affairs (OCHA-oPt) executes the UN’s regional humanitarian response plan, facilitating and providing donations to dozens of non-governmental organizations (NGOs). As opposed to other OCHA branches around the world, OCHA-oPt prioritizes one-sided political advocacy in place of traditional humanitarian assistance.

Europe Funds Fraudulent Child Rights Campaign to Sanction Israel

Palestinian and international NGOs – funded by European governments and working in tandem with UNICEF’s West Bank and Gaza branch – have built an extensive campaign, using false charges of abuse of Palestinian children in the effort to trigger sanctions against Israel.

World Bank Funding to Palestinian NGOs with Ties to Terror

In 2018-2021, the World Bank funded a $17 million project managed by an anti-peace Palestinian group, NGO Development Center. The project lists several NGO grantees that, according to the available evidence, have links to the Popular Front for the Liberation of Palestine (PFLP) and Hamas, which is designated as a terror group by the US, the EU, Canada, and Israel.

DCI-P’s New Board: Celebrating Terrorists

On June 21, 2020, the Palestinian NGO Network (PNGO) reported that Defense for Children International-Palestine (DCI-P) had elected a new board. Individuals who celebrated convicted terrorists, posted violent images, and made antisemitic statements were appointed, including to the important position of treasurer

Boycott Campaigns against JCB

JCB (J.C Bamford Excavators), a UK-based manufacturer of construction equipment, has become a target of BDS campaigns due to its sale of equipment to the State of Israel. These campaigns, primarily from British NGOs, intensified in 2020 after JCB was included on the discriminatory UN Human Rights Council (UNHRC) “blacklist” of companies operating in Israel, published in February 2020.

NGOs and the COVID-19 Vaccine Libel Against Israel

While Israel has conducted a massive drive to vaccinate its population against the COVID-19 virus, numerous non-governmental organizations (NGOs) have launched a specious and libelous campaign, claiming that Israel has failed to discharge its legal responsibility to provide vaccinations to Palestinians.

Cases in Israeli Courts and Accusations of “Apartheid”: EU Funding for NGOs in Action

In 2018-2020, the EU granted €269,975 to Yesh Din, Breaking the Silence, and Physicians for Human Rights - Israel for a project ostensibly designed to increase “Israeli security forces personnel (ISFP) accountability for forcible home entries in line with democratic standards and international humanitarian and human rights law.” A review of the activities of these three Israeli NGOs since 2018 reveals what they have done with the EU funds, including promoting the canard that Israel is practicing “apartheid.”

Analysis of NIF grants in 2019

NGO Monitor has analyzed New Israel Fund (NIF) 2019 financial reports, which detail grants to 273 Israeli non-governmental organizations (NGOs) and 60 American NGOs. We focus specifically on the approximately 10% of NIF’s funding that is distributed to 32 political advocacy NGOs claiming to promote human rights in the context of the Arab-Israeli conflict.

Al-Mezan’s ICC Conference: Sponsored by the UN, Headlined by Terror

On April 9, 2015, Al-Mezan hosted a conference in Gaza about the opportunities for prosecuting Israelis presented by Palestinian ascendancy to the International Criminal Court (ICC). The event featured representatives from Palestinian terrorist organizations – Hamas, Islamic Jihad, and Popular Front for the Liberation of Palestine (PFLP) –as well as officials from leading NGOs and the UN.

PCHR’s Role in the ICC Investigation

With considerable assistance from European governments, PCHR has played an instrumental role in pressuring the International Criminal Court (ICC) to launch an investigation into Israel.

Al Mezan Center For Human Rights’ Ties to the PFLP Terror Group

Al-Mezan claims that it seeks to advance human rights. However, its officials and employees include members of the PFLP and Hamas. Additionally, Al-Mezan officials and board members often speak at PFLP events, and many have posted material on their social media accounts promoting terror groups or utilizing antisemitic imagery and rhetoric.

Tracking Anti-Israel NGO Exploitation of the BLM Campaign

Since the founding of Black Lives Matter in 2013, a number of political NGOs have sought to connect this cause with anti-Israel campaigns. Several prominent pro-BDS organizations, as well as Palestinian NGOs, are leading this effort. These NGOs are attempting to leverage tensions in order to promote Palestinian solidarity and portray Israel as a main violator of civil rights.

Advocacy Instead of Research: NGO Propaganda Campaigns to Blacklist the IDF at the UN

Save the Children and Watchlist on Children and Armed Conflict again published reports as part of the ongoing political campaigns to demonize Israel and have Israel included on a UN blacklist of “grave” violators of children’s rights. In the process, neither NGO applies the accepted UN definitions of what constitutes such violations, and the reports reflect major methodological shortcomings.

PNGO’s Ties to Palestinian Terror Groups

Multiple PNGO officials have ties to terrorist organizations, and at least five PNGO members have ties to EU-designated terror organizations, including through their employees and/or board members who are directly involved in activities and programs.

NGOs Silent in Face of Palestinian Rockets

The 38th Session of the UN Human Rights Council (June 18 – July 6, 2018) continued the bias and hypocrisy that has come to define the UN in general and the UNHRC in particular. French-Funded NGOs: The Radicalization of Human Rights

Several French-funded NGOs involved in the Arab-Israeli conflict use the facade of human rights and international law to blur the lines between “peaceful” and “nonviolent” campaigns and violent “resistance” including attacks against civilians. After Work Visa Cancelled, HRW Falsely Denies BDS and Demonization Promotion

The Israeli Ministry of Interior has revoked the work visa granted in April 2017 to Human Rights Watch (HRW) employee Omar Shakir, a long-time anti-Israel, pro-BDS activist. In its response, HRW (and its local lawyer, Michael Sfard) makes the false claim that “neither HRW – nor Shakir as its representative – advocate for boycott, divestment or sanctions against companies that operate in the settlements, Israel or Israelis (sic).”

Norwegian People’s Aid Funding to Terror Affiliated NGOs

According to the US Department of Justice, NPA provided “material support” to Iran, Hamas, the Popular Front for the Liberation of Palestine (PFLP), and the Democratic Front for the Liberation of Palestine (DFLP) – designated terrorist organizations under US law. As a result of these partnerships, in March 2018, NPA settled a civil-fraud suit, paying a $2 million settlement to the US.

German Government's Aid Workers Spread Antisemitism and Anti-Israel Propaganda on Facebook

NGO Monitor has identified a number of virulently antisemitic statements made by officials of the German Society for International Cooperation (GIZ)- a German government-owned agency that implements Germany’s humanitarian and development aid around the world. These statements include comparisons between Israel and the Nazis, blaming the downfall of Arab leaders on a “Hebrew spring” and depicting Israel as a two-headed monster. GIZ members also posted messages to Facebook that justify Palestinian rocket attacks on Israeli civilians and endorse BDS (boycotts, divestment and sanctions) efforts.

Analysis of B’Tselem’s “Minors in Jeopardy” Report

B’Tselem’s report “Minors in Jeopardy,” was funded by UNICEF and echoes the claims of Defense for Children International – Palestine, UNICEF, Military Court Watch, and its own 2012 and 2015 reports on the subject. This practice of “copying and pasting” and the financial support provided by UNICEF demonstrate the close coordination between Palestinian, Israeli, and international non-governmental organizations in a concerted effort to falsely accuse the IDF of systematically violating the rights of Palestinian minors in order to impose sanctions against Israel.

The international community has long ignored the Palestinian weaponization of children in the Arab-Israeli conflict. Ahed Tamimi, a Palestinian teen whose family scripts physical confrontations with Israeli soldiers and then widely disseminates the resulting videos on social media to demonize Israel and glorify “resistance,” is a representative example.

Factually Inaccurate and Legally Flawed: HRW’s 2017 Report

Human Rights Watch is a powerful NGO, with a massive budget, close links to Western governments, and significant influence in international institutions. Its publications reflect the absence of professional standards, research methodologies, and military and legal expertise, as well as a deep-seated ideological bias against Israel. HRW’s review of “Israel and Palestine: Events of 2017,” reflects these same methodological flaws, resulting in a highly skewed representation of Israeli domestic and international law.

NGO Campaigns for Ahed Tamimi, and Against the Rights of Children

A number of non-governmental organizations (NGOs) have been participating in a campaign celebrating and defending Tamimi. Despite the video evidence, they insist that Israel has no grounds for trying and imprisoning her. Although these NGOs claim to promote human rights and the rule of law generally, and protect the rights of children specifically, in Ahed Tamimi’s case they ignore the exploitation and recruitment of children as “soldiers” in a propaganda war against Israel.

Main Points in the UN High Commissioner’s Report on “BDS Blacklist”

In advance of the 37th Council session (February 26 - March 23, 2018), the UN Human Rights Council (UNHRC) has released a report on the “BDS blacklist” of companies that do business with Israelis over the 1949 Armistice Line. The report, submitted by the UN High Commissioner for Human Rights Zeid Ra’ad Al Hussein, provides important details on the flawed process and the difficulties inherent in creating a list of companies to be targeted by this form of BDS.

Statement on UN Blacklist Delay

NGOs, including Human Rights Watch, Amnesty International, and Al Haq, have been advocating for a discriminatory blacklist for many years to advance a BDS agenda. However, this does nothing to further human rights, and the UN should not devote further resources to this charade.

NGO Monitor Statement on Remand of Ahed Tamimi and NGO Campaigns

Today the Israeli Military Court ordered the continued remand of Ahed Tamimi pending her trial. Tamimi was indicted on multiple counts of assault of law enforcement officers, slingshotting stones, and incitement to commit suicide attacks. Since her arrest, NGOs claiming to promote human rights have been calling for her release, primarily on the basis of her age as well as the political motivations surrounding the incidents.

Military Court Watch: Inventing Legal Standards to Attack the IDF

Military Court Watch is an opaque organization that claims to work on issues related to ensuring children are protected under international law. In reality, MCW’s activities are part of a broader non-governmental organization (NGO) propaganda campaign that exploits concerns over children’s rights to demonize Israel. The NGO was founded and is led by Gerard Horton, who was previously involved with the Palestinian NGO Defense for Children International – Palestine, which promotes a similar agenda.

Al Jazeera Joins the Anti-Israel Child Campaign

On December 15, 2017, AJ+ – part of the Al Jazeera network – posted a video on its Twitter, that was also widely disseminated in an offensive tweet by Human Rights Watch Executive Director Ken Roth, alleging that Israel “systematically harasses and abuses Palestinian kids.” The video parrots blatantly false and/or misleading claims by non-governmental organization (NGO) regarding Israel’s treatment of Palestinian minors, and goes so far as to claim that Israel has no reason to arrest minors (0:27) – regardless of the fact that some minors are perpetrators of violent terror attacks, including murder.

European Parliament Event - Propaganda-Based Advocacy for Israel’s Isolation

The European Parliament’s Delegation for Relations with Palestine held a conference, “Fifty Years of Occupation and Counting: Is it time for a new EU Policy on the Middle East Peace Process?” The conference featured politicians, academics, and NGO officials advocating Israel’s isolation and calling on the European Union and other countries to increase international pressure and to impose sanctions on Israel. None of the speakers advocated for dialogue and/or negotiations between Palestinians and Israelis.

The report makes several misleading, inconsistent, and grossly inaccurate claims, as well as disregards a number of EU norms and official stances. The publication fails to provide references or any verifiable sources, violating basic rules of evidence. The degree to which these sections copy from and rely on problematic reports by advocacy NGOs highlights the broader issue of EU outsourcing of responsibility for analysis and policy-making without oversight.

Yesh Din is an Israeli non-governmental organization (NGO) that leads campaigns regarding legal issues in the Israeli justice system, including Israeli investigations into alleged crimes by both security forces and settlers in the West Bank. The following study analyzes and compares their claims regarding “ideologically motivated crimes” and Israeli “investigative failures” to official Israeli and international statistics about these issues.

The report also reflects the ideological bias of the MENA Division. HRW fellow Arezo Yazd contributed to Turning a Blind Eye, and refers to [Israeli] state-sponsored terrorism and the Apartheid Wall.

Scandinavian NGO Funding: Promoting Boycotts, Lawfare, and the Rhetoric of Conflict

Sweden, Norway, Denmark, and Finland contribute millions of dollars annually to non-governmental organizations (NGOs) that include some of the most radical groups operating in Israel and the Palestinian Authority. The scope of funding from these countries is extensive compared to NGO support from other European governments. NGO Monitors research details the levels of Scandinavian funding received by specific NGOs, as well as the anti-Israel advocacy and demonization campaigns in which these NGOs engage often in direct contradiction to the humanitarian, peace, and human-rights agendas they claim to espouse.

International Law, Human Rights, and NGOs Series

The exploitation of international legal rhetoric has become a major weapon in the political war to delegitimize Israeli responses to attacks on its civilian population. By couching political attacks in legal terms, NGOs seek to create a veneer of credibility and expertise, thereby increasing international pressure against Israel.

EIDHR: Additional European Funding for Mideast Conflict Groups

In 2009, the European Commission allocated 2,007,051 through the European Instrument for Democracy and Human Rights (EIDHR) for Israeli and Palestinian NGOs. Highly politicized Israeli NGOs include ICAHD, Machsom Watch, Adalah, ACRI, and Yesh Din. Some grantees use rhetoric that demonizes Israel, including apartheid and war crimes. 2008 EIDHR recipients included BTselem, Breaking the Silence, Gisha, HaMoked, and PHR-I. The EC claims to have evaluations of NGO funding, but these are not made available.

Israeli Apartheid Week 2010: NGO Involvement

Israeli Apartheid Week (March 1-14, 2010), held in universities and major cities in the US, Canada, and Europe, will feature speakers from NGOs: Adalah (funded by NIF and EU), AIC (Sweden and Christian Aid), PCHR (EU, Oxfam NOVIB, OSI, Christian Aid), Addameer, Badil. A video by Breaking the Silence will be screened in Connecticut. Israeli Apartheid Week is endorsed by Canadian Arab Federation, Independent Jewish Voices, CODEPINK, Adalah-NY, and others.

NIF-Funded NGOs: Goldstone's Building Blocks

NIF-funded groups and their publications were featured centrally in the Goldstone report. Many of these citations referred to speculative issues unrelated to the conflict in Gaza, seeking to brand Israeli democracy as repressive. BTselem, Adalah, ACRI, Gisha, PHR-I, and Yesh Din have continued supporting Goldstone and lobbying governments to legitimize the reports extreme biases and endorse its recommendations. Some NIF grantees campaign against the legitimacy of Israel as a Jewish democratic state. Others are active in worldwide boycotts, divestment, and sanctions (BDS) campaigns targeting Israel.

NGO Monitor sues EU over lack of NGO funding transparency

On January 20, 2010, NGO Monitor filed suit against the European Commission in order to obtain vital information related to EC funding of NGOs. After initially rejecting NGO Monitors request one year ago, citing unspecified security factors, the EC provided a disk of documents with most details deleted. The ECs allocation process has no transparency regarding decision-making or evaluation procedures. Many of the politicized NGOs funded by the EU are active in the strategy of demonization, seeking to isolate Israel using tactics such as lawfare and boycott campaigns.

International Law Series: The Right to Self Defense

The right to self-defense is a cornerstone of international law, enshrined in the UN Charter (Article 51) and numerous Security Council Resolutions. In order to delegitimize Israels self-defensive measures, many NGOs have issued statements distorting international law. Al Haq and PCHR falsely claim that Israel cannot invoke self-defense in response to attacks from non-state actors in occupied territory. Human Rights Watch and BTselem allege without any evidentiary basis that Israels exercise of self-defense is merely a pretext for punishing the Palestinians. Other groups pay lip service to Israeli self-defense.

Obsession and Scandals: HRW in 2009

In 2009, Human Rights Watch publications on Israel comprised 28% of its total Mideast output. This is more than Iran, Saudi Arabia, Libya, Syria, and other chronic human rights abusers. HRW issued 34 statements on the Goldstone Report, which out-numbered documents on all the countries in the Middle East, except Israel and Iran. Scandals included a fundraising trip to Saudi Arabia, the revelation that Marc Garlasco is an avid collector of Nazi memorabilia, and founder Robert Bernsteins NY Times op-ed that strongly criticized the organizations role in turn[ing] Israel into a pariah state.

KAIROS and Political Advocacy: The Facts

Media statements from KAIROS and its supporters have claimed that there is no evidence that the organization was active in anti-Israel campaigns, such as BDS (boycotts, divestment, and sanctions). This information is inconsistent with information published by KAIROS. KAIROS published a strategy paper that endorses divestment from Israel, explicitly promoting the campaign in the U.S. Presbyterian Church and led by Sabeel. The text also describes KAIROS plans to coordinate these activities among its member churches.

Update on KAIROS (Canada) in the Arab-Israeli Conflict

KAIROS position on the right of return totally conforms with the Palestinian demands. This political advocacy on an extremely complex issue is inconsistent with KAIROS status as a humanitarian aid organization funded by the Canadian government. KAIROS also promotes the Palestinian narrative on the peace process, implying that Israel alone is responsible for continued conflict in the region. Also recognizes the possibility that sustainable and just peace may take the shape of one bi-national state for two peoples.

List of 36 Incidents in the Goldstone Report

The Goldstone Report apparently documents in detail 36 incidents that occurred during the Gaza War. According to Richard Goldstone, "they appear to represent situations where there was little or no military justification for what happened." A list of these 36 incidents is not published in the report, nor is one available on the Missions website. Neither Goldstone, nor the Mission responded to NGO Monitor requests for this information. The following is a compilation of approximately 30-40 detailed incidents culled from a review of the report.

Canadian govt denies KAIROS grant application

Canadian International Development Agency (CIDA) denied KAIROS application for a $7 million/four-year grant. KAIROS accuses Israel of war crimes and collective punishment. Blames Israel for Palestinian violence. Main supporter of the anti-Israel divestment movement in Canada, coordinating this agenda on behalf of member church groups. A publication on the resources for education and action webpage describes Zionism as an ideology of empire, colonialism, and militarism. Supported the failed Bilin lawfare case in Canadian courts.

Analysis of EC Response on Funding for Political NGOs

The EU claims to fund projects that advance human rights, peace, tolerance, and confidence building measures, but the activities of many NGO grantees are inconsistent with these goals. The ECs NGO selection process and the evaluation criteria remain entirely hidden. Responding to NGO Monitors request under EU transparency regulations, the EC belatedly provided a CD of about 50 documents, from which most of the relevant information was deleted. Although the EC claims to fund projects and not organizations, EC funding can comprise as much as 75% of an NGO recipients entire budget.

Who Wrote the Goldstone Report?

Since the beginning of September, NGO Monitor has been investigating questions relating to responsibility for researching and drafting the Goldstone report. The Missions webpage does not provide any information on this issue, and repeated requests by NGO Monitor to both Goldstone and the Fact Finding Mission office were ignored. Staff members from the UN Office of the High Commissioner for Human Rights who were involved in preparing the report have strong links to NGOs.

Promoting Israel's Isolation: Switzerland, Sweden, Denmark, Netherlands funding for NDC and NGOs

The NGO Development Center (NDC - Ramallah) has distributed $6 million to 25 NGOs on behalf of Switzerland, Sweden, Netherlands, and Denmark. The NGO grantees include some of the most radical groups operating in Israel and the Palestinian Authority. Many of the recipients employ apartheid rhetoric and promote war crimes cases against Israeli officials, and some are active members in the Palestinian BDS movement. NDC facilitated and funded the Palestinian NGO Code of Conduct which demands that Palestinian groups reject any normalization activities with the occupier.

Analyzing Human Rights Watchs Defensive Response to Robert Bernstein

HRWs founders critical op-ed in the NY Times led to a defensive campaign by HRW officials and supporters. These misleading responses use identical language and format. HRW officials did not address Bernsteins most serious claims: HRWs role in turn[ing] Israel into a pariah state and its loss of critical perspective on Irans support for Hamas and Hezbollah. Analysis demonstrates that, contrary to the NGOs claims, HRW does disproportionately focus on Israel, including 30% of the Middle East divisions reporting in 2009; and its research is flawed and error-filled.

Goldstone's NGO partner: The Arab Thought Forum E.U. funding to Promote Demonization

Goldstone is the chair of the Executive Committee of the Institute for Historical Justice and Reconciliation. Its Middle East Project to establish a shared history is being conducted in partnership with the Arab Thought Forum (ATF). There is no longer an Israeli NGO partner. ATF employs terms such as Palestinian Holocaust, apartheid, ethnic cleansing, genocide, and collective punishment, while promoting the boycotts, divestment, and sanctions (BDS) campaign.

Amnesty International's Goldstone Campaign, with a review of statements from other NGOs

Amnesty International has issued 15 statements in support of the Goldstone Mission. Members of the commission and its staff have conflicts of interest involving Amnesty. Diakonia, Trocaire, Amnesty-Europe, FIDH, Adalah, PCHR, and Al Haq have used the Goldstone report to bolster their calls for war crimes cases. Palestinian NGOs press release calling on states to re-evaluate their relationship with Israel. BTselem condemned the Israeli government for not cooperating with the Goldstone mission and provided assistance to the investigative staff.

NGO Monitor: HRWs Founder Condemns Moral Failure

Robert Bernstein, the founder of Human Rights Watch, has published a very important criticism of the organization in the NY Times. In declaring his decision to publicly join the groups critics, Bernstein endorses the conclusion that HRW has lost all credibility over the Middle East. Bernsteins oped follows publication of NGO Monitors systematic report demonstrating HRWs blatant bias and lack of credibility on the Middle East. These findings have been amplified by the recent call for HRWs board members to institute a full independent review and reform in the organization.

Human Rights Watch: Selling Goldstone's Indictment

HRW is leading the campaign to promote the widely criticized Goldstone report on the Gaza War, with close to thirty statements to date. Repeatedly equates Israel to Hamas, immorally compare its response to attacks on civilians to the genocide in Sudan, and falsely accuse Israel of willfully killing civilians and deliberate infliction of suffering on civilians. The close links between Goldstone and HRW continue to constitute a clear conflict of interest. HRWs extensive media campaign diverts attention from the criticism and scandals that plague the organization.

Made in Europe: How government funded NGOs shaped the Goldstone report

The Goldstone report is primarily based on statements, publications, and submissions from highly politicized and biased NGOs, many of which are funded by European governments. Beyond adopting the flawed methodologies and false claims, the funding provided for these NGOs links European governments to the Goldstone report, and its contribution to anti-Israel demonization. European-funded groups PCHR, Al Mezan, Al Haq, and Adalah are also at the forefront of the lawfare campaigns that abuse the universal jurisdiction provisions in the legal codes of a number of Western countries using allegations of war crimes.

House of Cards: NGOs and the Goldstone Report

Goldstone relies on statements, publications, and submissions from highly politicized and biased NGOs. This is inconsistent with the claim to have conducted a fact finding mission. By adopting the flawed methodologies, false claims, and distortions of international law from the NGOs, Goldstone renders his entire report and its conclusions invalid. The report includes more than 500 direct citations from NGOs that lack credibility. Goldstone and other members of the commission have conflicts of interest involving close links to HRW, Amnesty International, PCHR.

Goldstone Report: 575 pages of NGO cut and paste

The Goldstone report is primarily based on NGO statements, publications, and submissions from Btselem, PCHR, Al-Haq, HRW, and many others copying the NGO biases, flawed methodology, and false claims. Following HRW and Amnesty, evidence of human shields is ignored. The report repeats NGO distortions of international law, including the false legal claim that Gaza remains occupied. Despite all the evidence to the contrary, Goldstones report asserts that the data provided by non-governmental sources with regard to the percentage of civilians among those killed are generally consistent.

Expert or Ideologues?: HRW's Defense of Marc Garlasco's Nazi Fetish

In the wake of revelations that Marc Garlasco is an avid collector of Nazi memorabilia, HRW has issued several defenses. Contrary to HRWs claims: collecting Nazi Memorabilia is not an innocuous hobby, Garlascos hobby borders on the obsessive and flaunts Nazi symbolism, and he has authored a 430-page tome on Swastika-adorned Nazi-era medals. HRWs attempt to characterize Garlasco as a serious military historian and to delete the obvious moral implications regarding someone so closely involved in serial condemnations of Israel is offensive and intolerable.

The Goldstone "Fact Finding" Mission and the Role of Political NGOs

The Goldstone Mission chose officials from radical anti-Israel NGOs to testify including Al Haq, AIC, and the Gaza Community Mental Health Programme (GCMHP). The GCMHP representative used Nazi rhetoric. HRW has obsessively supported Goldstone, who was a member of HRWs board. The process for the selection of witnesses are completely hidden, and some including PCHR were not made public. Seven NIF-funded Israeli NGOs claimed that Israel acted punitive[ly] and deliberately and knowingly shelled civilian institutions. The Mission has violated the London-Lund guidelines, lacking objectivity, transparency, neutrality, and professionalism.

Diakonia: An Analysis of Activities in the Arab-Israeli Conflict

Diakonia is Swedens largest humanitarian NGO, receiving most of its budget from the Swedish government. Some of the organizations programs appear to be genuine and important humanitarian projects. Diakonias Civil Society and International Humanitarian Law (IHL) programs overtly promote the Palestinian narrative, and fuel the conflict. Attributes structural problems in the conflict solely to the continuing of the occupation, the building of the Wall, and the fragmentation of the Palestinian territory. The IHL website promotes a so-called right to resist and delegitimizes Israels right to self defense.

Pathological Politics: HRW's "White Flags" Report

HRWs allegation that Israeli forces deliberately killed Palestinian non-combatants who had surrendered is an incendiary moral indictment. Video and similar evidence that is inconsistent with the indictment is entirely missing from the HRW report. The report is based on inconsistent Palestinian testimony, claims copied from other NGOs, and irrelevant forensic evidence. In response to criticism, HRW issued a defensive press release that did not address the substantial flaws in its report. The inability to verify claims is inconsistent with definitive pronouncements on war crimes -- an accusation made 15 times in this report.

Absolutely Wrong: Analysis of HRW report, "Precisely Wrong: Gaza Civilians Killed by Israeli Drone-Launched Missiles," 30 June 2009

In Precisely Wrong: Gaza Civilians Killed by Israeli Drone-Launched Missiles, HRW uses the term war crimes 7 times, and the alleged attacks are termed unlawful. The case is entirely speculative, but the conclusions are stated with absolute assurance, as if the evidence was totally clear. HRW emphasizes pseudo-technical and unfounded legal. Credible and verifiable evidence is not provided. Military experts challenged HRWs claims and assumptions about weapons and drones. The text appears to reflect the authors lack of significant battlefield experience, particularly related to split-second decision making.

HRW Plays Prominent Role at UN Mini-Durban Conference

On July 22-24, 2009, the UN Committee on the Exercise of the Inalienable Rights of the Palestinian People held an NGO conference to discuss questions related to Israeli violations of international humanitarian law. Participants included Palestinian NGOs such as Badil, PCHR, and Al Haq, as well as Human Rights Watch and Israeli NGOs PHR-I, Keshev, and Adalah. HRW promoted the campaign to prevent Israel from purchasing weapons and demanded on-going international pressure on Israel. One speaker accused Jews of buying everything and controlling a global machine, money. Most NGO representatives expressed support for lawfare cases.

NGOs discover Iran's human rights violations

Amnesty, HRW, and FIDH have issued a number of statements on the Iranian governments suppression of demonstrations and related issues following the presidential election. NGOs call for restraint, investigations, and new elections. Before the elections, Iranian violations were not a high priority for HRW or FIDH. Despite its large and active Middle East division, HRW devotes few resources to Iran. The majority of Amnestys attention was through narrowly-focused and low-impact Urgent Actions, not in-depth reports.

A Clouded EU Presidency: Swedish Funding for NGO Rejectionism

On July 1, 2009, Sweden will assume the presidency of the European Union. Swedens role in funding numerous NGOs that pursue radical political agendas, including rejecting any form of normalization with Israel, fuels the conflict. Diakonia international law project that uses distorted and misleading interpretations of international law. Funding for the AIC, PCHR, and Al-Haq. Sabeels Nakba Memory program. Other NGO grantees use apartheid, ethnic cleansing, and massacres rhetoric. Many NGOs receive Swedish funding from multiple sources, raising questions about administrative procedures and oversight.

UN-NGO Collaboration: The Ongoing Demonization of Israel

On June 8-10, 2009, the UN Committee on the Exercise of the Inalienable Rights of the Palestinian People held a conference in Jakarta, Indonesia. The program represented the Palestinian political agenda, and was a platform for the demonization of Israel. Speakers were from highly politicized NGOs, including Miftah and Ir Amim, and all represented a narrow section of the political spectrum. Miftah claimed suicide bombings [are] a symptom of a much bigger problem, and Ir Amim contributed to the anti-Israel exercise. Another NGO discussed the Palestinian struggle against Israels occupation, ethnic cleansing and institutionalized apartheid over 61 years.

HRW raises funds in Saudi Arabia by demonizing Israel

Leaders of Human Rights Watch visited Saudi Arabia one of the major violators of the norms that HRW claims to promote to raise funds for the organization. HRWs anti-Israel obsession was stated as the major reason for holding this Saudi fundraiser. Sarah Leah Whitsons appeal for Saudi support and money acknowledged HRWs anti-Israel focus extensively, claiming that Human Rights Watch provided the international community with evidence of Israel using white phosphorus and launching systematic destructive attacks on civilian targets. Whitson also invoked the canard of pro-Israel pressure groups.

Al Haq-supported Lawfare in Canada

Al Haq is assisting the Bilin Village Council in a lawsuit in Quebec against three Canadian corporations for allegedly aiding, abetting, assisting and conspiring with Israel, the Occupying Power in the West Bank, in carrying out an illegal act. This case is part of its strategy to exploit Western courts for political goals (lawfare), including cases against British government officials. General Director Shawan Jabarin has alleged ties to the PFLP terror organization. Israeli attorney and political activist Michael Sfard, lawyer for Jabarin, is also representing the Village Council.

York University's Israel/Palestine Conference: Speaker Political Profiles - Behind the Academic Facade

York University will hold a conference Israel/Palestine: Mapping Models of Statehood and Paths to Peace. The vast majority of the speakers are virulent anti-Israel activists, far removed from an academic approach, who use apartheid rhetoric. There is no evidence of the robust academic critique claimed by the organizers. Their support for a one state solution is the equivalent of calling for the elimination of the State of Israel. Speakers include: Ali Abunimah, Jeff Halper, Naeem Jeenah, Mazin Qumsiyeh, and Marc Ellis.

Alternative Information Center (AIC) Profile

AIC is a radical political organization run by individuals with links to the Trotskyite anti-Zionist Revolutionary Communist League (Matzpen) and the PFLP. Funders include: Diakonia (Swedish government), Christian Aid (Irish government), and Sodepau (Catalan government in Spain). AIC rhetoric includes: [Sanctions] can provide an excellent framework to fight normalization with Israel. Shimon Peres is definitely an enemy of the Palestinian people, of human rights and of peace. Only the choice of resistance can put an end to the occupation. Barak and the rest of them to Nuremberg!

Amnesty in 2008: Anti-Israel Obsession Continues to Undermine Moral Principles

In 2008, Amnesty again focused disproportionately on Israels response to aggression from Gaza, and led the NGO campaigns accusing Israel of collective punishment and war crimes. Israel is portrayed as among the worst human rights violators in the Middle East. In 2008 Amnesty issued more in-depth reports on Israel than any other country. Media attention and ideology, in contrast to universal human rights, drive Amnestys agenda. Its 2009 Annual Report further demonstrates the NGOs highly biased approach, grossly distorting the conflict and promoting the Palestinian narrative of events.

EU-funded NGOs Promote the Palestinian Narrative in Jerusalem

Powerful political NGOs such as Ir Amim, BTselem, and ARIJ use foreign funding to advance agendas on Jerusalem that are in direct opposition to Israeli policies, thereby circumventing the democratic process on this highly sensitive issue. Two-thirds of Ir Amims annual budget comes from the EU and European governments. An EU position paper relied heavily on NGO reports. ARIJ baselessly accuses Israel of eras[ing] all trace of Palestinian existence in Jerusalem. BTselem asserts that Israel attempts to sustain the myth, that unified Jerusalem is the eternal capital of Israel.

NGO Bias at the UN Committee Against Torture Review of Israel

Israel is scheduled to be reviewed by the United Nations Committee Against Torture (CAT) as part of its periodic review of country compliance with the International Convention Against Torture. NGO submissions -- from Amnesty, COHRE, Adalah, Al Haq, PHR-I, and others -- invent and distort international law beyond recognition, and seek to manipulate of this UN treaty body by inserting gratuitous and false accusations regarding Israeli policies. NGOs repeat the unreliable statistics and non-credible claims of Yesh Din and BTselem. The submissions make sweeping generalizations based on limited anecdotal evidence.

Summary of NGO Monitor analysis of ICAHD

ICAHD has received funding from the EU since at least 2000. Executive director is Jeff Halper. He has rejected the concept of a "Jewish state" and has labelled the two-state solution "unacceptable." Partners with radical Sabeel. Promotes the Durban Strategy through demonization, support of boycotts, and lobbying against improved Israel-EU relations.

"Why did we come?"- Political NGOs Marginalized at the Durban Review Conference

NGO representatives expressed disappointment and alienation regarding NGO participation in the Durban Review Conference. Speakers complained that their attendance at the conference was irrelevant and futile. The Outcome Document was adopted before the NGOs had the opportunity to address the plenary. These groups were only permitted to participate in the general debate on the last agenda item. UN staff explained that NGO influence was important for implementation and follow-up. The interaction between the UN and NGOs highlights the latters ambiguous status in the UN framework and the questions about whom they represent.

UN tries to avoid NGO incitement, but gives Ahmadinejad a platform

UN officials are trying to prevent the type of virulent NGO activity that defined the 2001 NGO Forum at the first Durban conference. The UN sent security personnel to confront hateful posters and speech, and reportedly denied anti-Israel NGOs request for an official side-event. In contrast, Iranian president Ahmadinejad used offensive and racist language against Israel. Human Rights Watch condemned Western democracies for "undermining" the conference, not the racism and corruption of human rights by Iran and radical NGOs.

Antisemitic NGO Forum resurfaces for 2009 Durban Review Conference

Using subterfuge, a number of radical NGOs have announced a civil society forum. The objective is to emulate the infamous 2001 Durban NGO Forum, which was characterized by antisemitic violence, and the demonization and delegitimization of Israel. A large public demonstration with activists is planned for Saturday afternoon. The Civil Society Forum is closely linked to the Israel Review Conference, to promote anti-Israel boycotts. In contrast to the Durban event, the 2009 civil society forum in Geneva does not have official UN support.

ECs Partnerships for Peace 2007-8 NGO Grantees: Funding Conflict under the Faade of Peace

Many of the "civil society" organizations funded under the European Commissions Partnership for Peace Programme are active participants in the Durban strategy that exacerbates the conflict and promotes campaigns against Israel. Support for the tendentious activities of ARIJ, Ir Amim, Associazione Comunita Papa Giovanni XXIII, and Panorama was renewed. Support for radical ICAHD was not renewed. ARIJ "aims at disseminating information on Israeli colonization." Funding for Ir Amim constitutes an attempt to manipulate Israeli democracy. Participants with Associazione Comunita Papa Giovanni XXIII use the rhetoric of "colonizing," "massacres," and "ghettoizing."

HRW's "Rain of Fire": Neither Thorough Nor Impartial

As in HRWs other statements on Gaza, this report reflects a manipulation of "evidence" and lack of professionalism to support pre-determined political and ideological positions. The charges of "war crimes" are unjustified, based on dubious interpretations of international law, and reflect HRWs role in the wider Durban strategy of demonization. The lack of credibility results from reliance on unreliable and tampered evidence; false and inaccurate claims; and internal contradictions. The authors include a pro-Palestinian activist who has worked at the highly politicized PCHR.

Betrayed by Silence: NGOs ignore Gilad Shalit's rights

Gilad Shalit is not a high priority for human rights NGOs. There is no evidence that NGOs have undertaken sustained campaigns in support of Shalits rights. Amnesty International and Human Rights Watch have made only infrequent references to Shalit, always in the context of condemning Israel for "war crimes," "wanton destruction," and "collective punishment." Most Israeli groups have published only one or two statements in support of Shalit.

Trócaire: Misdirected Catholic Aid from Ireland Fuels Conflict

Trcaire is the official overseas development agency of the Catholic Church in Ireland. Funders include Irish Aid (Government of Ireland). Its programs reflect a one-sided agenda, including the "campaign on the illegal Wall" and its reporting on Gaza. Partners include Badil, PCHR, Zochrot, and Medical Aid for Palestinians. During the Gaza operation, Trcaire called for "the suspension of EU-Israel Association Agreement." Officials accuse Israel of "systematic oppression and domination by one racial group over another to maintain a regime."

Norwegian NGO Funding: Boycotts and Apartheid Rhetoric instead of Peace and Coexistence

Norway provides tens of millions of kroner annually to NGOs that are involved in anti-Israel boycott campaigns and the Stop the Wall Campaign in Norway. Norway also funds extreme Israeli and Palestinian groups. Norwegian Peoples Aid accuses Israel of "war crimes" and "collective punishment," and uses "apartheid" rhetoric. A NORWAC member, Dr. Mads Gilbert has engaged in radical propaganda, including justifying the 9/11 attacks and false claims on the Gaza conflict. Norwegian Church Aid is an "important affiliate" of the Stop the Wall Campaign in Norway.

Amnesty's Gaza "Report" and call for Arms Embargo: Abolishing Israel's Right to Self Defense

In a February 23, 2009 publication, Amnesty International calls on the UN Security Council to impose an arms embargo on Israel. This continues Amnestys leading role in the Durban Strategy designed to isolate Israel and prevent self-defense. Amnesty exploits the faade of a "research report" to make baseless accusations, misrepresent international humanitarian law, and promote an immoral and indefensible equivalence between Hamas and Israel. Amnesty's attempt to equate the transfer weapons to Israel for legitimate defense, with clandestinely smuggled arms to a terrorist organization, is defamatory, immoral, and absurd.

The NGO Front in the Gaza War: Lawfare Against Israel

One aspect of NGO statements on the Gaza war is demands for international investigations and "lawfare". Although the vast majority of previous lawfare cases have been dismissed, the damage to public perception of Israel and Israels diplomatic relations is considerable. Reportedly, PCHR is preparing cases in six countries, targeting 87 Israelis for harassment and "dozens of arrest warrants have already been issued." Other NGOs calling for lawfare in the wake of the Gaza war include the AIC, Adalah, Amnesty, Ittijah, and HRA.

The NGO Front in the Gaza War: BTselem

Since December 27, 2008, BTselem has issued over 35 press releases and "testimonies" about the Gaza war, most of which cannot be independently verified. No testimonies of Israeli victims of Hamas attacks were published. BTselem participated in a press conference accusing Israel of "grave violations of international humanitarian law," "wanton use of lethal force," and "disproportionate harm to civilians." BTselem also makes claims about the military relevance of targets which it is not qualified to assess. BTselems statements largely erase Hamas use of human shields and its indiscriminate rocket attacks on Israeli civilians.

The NGO Front in the Gaza War: Debate over Palestinian Casualties

There is a growing debate over Palestinian casualty claims. While the Palestinian Centre for Human Rights (PCHR) and the Palestinian Ministry of Health have announced that the majority of fatalities were civilians, the IDF has estimated that more than two-thirds of [the deaths] were Hamas members. PCHRs anti-Israel campaigning during war includes accusations of Israeli war crimes, crimes against humanity, human holocaust, collective punishment, indiscriminate killing and continued systematic destruction of all the Palestinian institutions and civilian facilities in the Gaza Strip.

The NGO Front in the Gaza War: Amnesty International

Since December 27, 2008, Amnesty International and its worldwide branches have released numerous statements on Gaza. These are primarily critical of Israel and use the rhetoric of international humanitarian law in a consistently biased manner. Amnesty accuses Israel of "unlawful," "disproportionate," and "indiscriminate" attacks against Palestinian civilians. Amnesty largely ignores the well-documented commandeering of civilian infrastructure and widespread use of human shields by Hamas. These accusations are similar to Amnestys false claims against Israel made during the Second Lebanon War.

The NGO Front in the Gaza War: Exploitation of International Law

The exploitation of international legal rhetoric is a major weapon in the political war to delegitmize Israeli anti-terror operations. During the Gaza conflict, NGOs have selectively charged Israel with "violations of law," "crimes against humanity," "war crimes," "disproportionate force" and "indiscriminate attacks." Many NGOs are already calling for international "investigations" and "lawfare" based on these accusations, in order to harass Israeli officials and promote a negative media image of Israel. At the same time, the violation of Gilad Shalits human rights and Hamas use of human shields are ignored.

HRW, anti-Israel Campaigns, and White Phosphorous: Condemn First, Correct (Maybe) Later

On January 10, HRW launched a public relations campaign condemning Israel for allegedly using white phosphorus weapons unlawfully in the conflict with Hamas. HRWs large budget, and its media access via the "halo effect" results in the amplification of these reports in the press and through other NGOs, without independent investigation or verification. HRWs disproportionate focus on this issue diverts attention from Hamas systematic use of human shields, its indiscriminate rocket attacks, and Irans role in fomenting the conflict.

Examining Human Rights Watch in 2008: Double Standards and Post-Colonial Ideology

Quantitative and Qualitative analysis of HRW in 2008 reflect the portrayal of Israel as the second worst abuser of human rights in the Middle East. HRW's use of international legal and human rights terminology singles out Israel for condemnation, while other serious human rights abusers receive little coverage. Evidence suggests that specific HRW personnel (Joe Stork, Sarah Leah Whitson and Marc Garlasco) are responsible for responsible for much of the bias, and when other individuals are centrally involved, the reports are less tendentious

The NGO front in the Gaza war: Human Rights Watch

In the first 16 days of fighting HRW released 11 statements on Gaza, primarily critical of Israel, including many using the rhetoric of international law for political objectives. Sarah Leah Whitson has carried HRWs campaign to the UN -- and similar to allegations made during the 2006 Lebanon war, HRWs claims about the IDFs use of white phosphorus lack credible evidence.

35 NGOs claiming to promote human rights and humanitarian agendas have issued more than 132 statements on the fighting so far. These reports are a central part of the soft power war being waged against Israel, in parallel to the hard power rocket and terror attacks. NGO Monitors series entitled, The NGO Front, will focus daily on different organizations, beginning with an analysis of Oxfams role.

Durban NGO Alert: The Womens International League for Peace and Freedom

Womens International League for Peace and Freedom (WILPF) has lobbied for an NGO Forum at the Durban Review Conference, erasing the antisemitism and virulent anti-Israel rhetoric of the NGO Forum at the first Durban conference in 2001. In statements to the UN, WILPF falsely accuses Israel of "relentless destruction of Palestinian infrastructure" and maintaining "more than 650 checkpoints where Palestinians are brutalized and die." WILPF is a member of the Coalition of Women for Peace (CWP), a highly politicized Israeli NGO umbrella group funded by NIF and the EU.

EU and NIF-funded NGOs Lead Condemnations in Gaza Conflict

[UPDATED] Following the pattern in previous conflicts, a number of NGOs immediately issued condemnations of Israel following the IDF response to increasing deadly rocket attacks from Gaza. Many of these statements reflect bias and double standards, and ignore or give little attention to Israeli human rights and casualties. NGOs exploit legal terminology, including terms such as "war crimes," "collective punishment," and "indiscriminate attacks." Some use the fighting in Gaza to repeat calls for boycotts and sanctions as part of the Durban strategy, and accuse Israel of perpetrating a "massacre."

"Hijacked by Hatred": British NGOs Use Christmas for anti-Israel Attacks

Through the use of holiday and religious symbols, NGOs such as War on Want, Amos Trust, and Pax Christi are manipulating Christmas to advance a political agenda, and in some cases, may be promoting antisemitic canards. NGOs also organized an event entitled, "Bethlehem Now: Nine Alternative Lessons and Carols for Palestine"; the tendentious lyrics and themes of the event led to strong condemnations from Christian and Jewish community leaders. War on Wants "Alternative Gift" of donations to the Palestinian Grassroots Anti-Apartheid Wall Coalition supports the boycotts, divestment, and sanctions (BDS) movement.

Partnerships for Peace? An Analysis of the European Commission's NGO funding under the PfP Program

Many of the "civil society" organizations funded under the ECs Partnership for Peace Programme (PfP) exacerbate the conflict and promote biased campaigns against Israel. Some NGOs use rhetoric that promotes the Palestinian narrative and demonization of Israel, including "apartheid," "state terrorism," "naqba," "colonization," and "ghettos." The prime activities of some EC-funded NGOs in this framework are focused on interfering with and manipulating Israeli democracy and politics. EC officials claim to receive professional evaluations of the impact of these projects, but such evaluations are not made available for review.

NGOs and Durban Demonization at UN Human Rights Review of Israel

As predicted by NGO Monitor, the majority of NGO submissions to the UN's UPR of Israel ignore human rights issues facing Israelis and areas where Israel is a leader in this field, while grossly distorting the humanitarian, human rights and international legal dimensions of the Arab-Israeli conflict. Nord-Sud XXI, Ittijah, Badil, and PGAAWC exploit human rights terminology and employ inflammatory rhetoric against Israel. Adalah, Amnesty, and others attribute "racist" motives to Israeli policies, instead of acknowledging that these are legitimate responses to Palestinian violence against Israeli civilians.

Christian Aid 2008 Update: Promoting Conflict

Christian Aid, a major British NGO and NGO-funder, endorses a highly biased approach to the Arab-Israeli conflict. It dismisses the impact of Palestinian terrorism and focuses disproportionately on alleged Israeli "violations." Christian Aids partners are among the most radical NGOs in the region -- including Sabeel, ICAHD, and the AIC -- which actively promote BDS campaigns. Christian Aid receives substantial funding from the British and Irish governments.

Israel will not attend Durban II

On November 19, 2008, Israeli Foreign Minister, Tzipi Livni, announced that Israel will not participate in the Durban Review Conference in Geneva in April 2009, joining Canada as the only governments to formally boycott the conference. She noted the Draft Outcome Document, which "singl[es] out and delegitimiz[es] the State of Israel," and "legitimiz[es] hatred and extremism and anti-Semitism under the banner of a fight against racism." The US, the UK, France, and Denmark have threatened to boycott the conference, as well.

Durban Review Conference Alert: EAFORD - Three decades of Promoting "Zionism equals racism"

EAFORD uses its ECOSOC status to promote campaigns declaring that "Zionism equals racism" and demonization based on "apartheid." They have accused Israel of a "Holocaust" against the Palestinian people and characterized terrorism as "resistance." EAFORD was very active in the framework of the NGO Forum of the 2001 Durban Conference, claiming that Zionism is based on "purity of the race, and distinctiveness from other people" which "seems to bear close resemblance to ...Fascism and Nazism," and is seeking another UN-sponsored NGO Forum at the 2009 Durban Review Conference.

HRW Hires Another pro-Palestinian Activist

The addition of Nadia Barhoum, a pro-Palestinian campus activist, to HRWs Middle East and North Africa Division, increases the political bias reflected in the activities and backgrounds of Sarah Leah Whitson, Joe Stork, and previous staff. This is inconsistent with HRWs claimed "even-handedness and accuracy." Barhoum was an active member in Students for Justice in Palestine (SJP) at the University of California, Berkeley. SJP promotes the Durban agenda of demonization of Israel, divestment from Israel, and uses terms such as "apartheid" and "mass atrocities" in reference to Israel.

Durban Review PrepCom: Will NGOs Lead a Repeat of the 2001 Catastrophe?

A Durban Review Conference preparatory meeting was held in Geneva on Oct. 6-17. NGO participation was divided, with some opposing a repetition of the antisemitism of the 2001 conference. Other NGOs pressed the anti-Israel and anti-Western agenda of the "Durban strategy." BADIL and MRAP condemned Israel. Unofficial meetings of NGO representatives about a potential NGO Forum included antisemitic and anti-Israel attacks against Jewish representatives.

NGO Monitors 2007 Report on HRW: Bias and Double Standards Continue

Although HRWs relative focus on Israel in 2007 is less than in 2006 (during the war), the disproportionate emphasis, and the examples of bias and double standards continue. Despite a major increase in internal Palestinian violence during 2007, including the Hamas takeover of Gaza, HRWs focus on Israel has not changed significantly. Similarly, in the selective use of language, especially the arbitrary accusation of "collective punishment," HRWs strong political agenda with respect to Israel remains clear.

Europes Hidden Hand: EU Funding for Political NGOs in the Arab Israeli conflict

NGO Monitor has published a highly detailed examination of European Union (EU) funding of political NGOs in the Arab-Israeli conflict. The fifty-page report, Europes Hidden Hand, provides the first in depth analysis of this important area, and reveals that between 2005 and 2007, the EU provided tens of millions of Euros from public money to NGOs whose activities directly contradict EU policy. The report also uncovers and analyzes the lack of transparency and accountability in EU funding of NGOs in this region.

Human Rights Watchs Cluster Munitions Report: Under the Facade of Research

On February 17, 2008, Human Rights Watch issued a 131 page report condemning Israels use of cluster munitions in response to Hezbollah attacks during the 2006 war. This follows dozens of earlier publications and hundreds of pages of reports making parallel charges against Israel and using similar rhetoric. While the issues related to the particular use of cluster munitions, as opposed to other weapons, in this and other conflicts, require careful professional analysis (as is found in the Winograd Commission report), HRWs version provides neither.

NGO Monitor submission to the Winograd Commission

The Winograd Commission (officially "הוועדה לבדיקה ארועי המערכה בלבנון 2006") was appointed by the Israeli government to investigate and draw lessons from the 2006 Second Lebanon War. NGO Monitors submission analyses the reporting of human rights NGOs during the conflict, and discusses these groups exploitation of human rights rhetoric and international law to promote a politicized anti-Israel agenda. Among other recommendations, we suggest that the Committee independently verify all NGO claims before considering them as evidence of human rights violations.

NGO Monitors Submission to the 2009 Durban Conference Preparatory Meeting

As NGO Monitor has reported, the UN will be convening a 2009 follow-up to the 2001 Durban Conference. The Preparatory Committee for the 2009 conference is holding its organizational review session from August 27-31, 2007, in Geneva. The meetings will be chaired by Libya and other members of the committee include Iran, Cuba, Russia, and South Africa. A number of international and Palestinian NGOs are also expected to participate. Many radical Palestinian NGOs such as PNGO and LAW played an active role in the preparatory meetings in Tehran leading up to the 2001 Durban Conference and were largely responsible for shaping the anti-Israel and antisemitic agenda of the NGO Forum at Durban. In advance of the session, the Office of the High Commissioner for Human Rights has invited NGOs to contribute reviews and written recommendations. To that end, NGO Monitor has prepared a submission detailing the role of NGOs at the 2001 Durban Conference, the adoption and subsequent promotion of the Durban Strategy in NGO campaigning, and offering recommendations to prevent a repetition of these events in 2009.

HRW/FIDH/OMCT statement on NGO official linked to PFLP

On May 2 2007, three major NGOs -- Human Rights Watch, FIDHand the World Organization Against Torture (OMCT) -- published a joint press release calling on Israel to lift the travel ban placed on Shawan Jabarin, the General Director of Al-Haq. The statement alleges that Jabarin was barred by Israel from attending the annual Congress of the International Federation for Human Rights (FIDH) in Lisbon on April 19, 2007, and that "Israeli authorities have not explained why the restrictions are in place". NGO Monitors analysis of this statement shows these NGOs entirely erase Jarabins links to the PFLP and the legitimate security concerns. The result is a selective research and ideologically biased analysis, similar to others analyzed in previous NGO Monitor reports.

Claims in B'Tselem/Hamoked report lack credibility

Btselem and HaMoked released a report claiming that the Israel Security Agency continues to torture security detainees in violation of a Court decision. The Israeli Ministry of Justice (MOJ) issued a nine page letter detailing the questionable methodology and lack of verifiable sources in the report, and concluding that the report is "fraught with mistakes, groundless claims and inaccuracies." This public rebuttal reflects an important development in Israeli government policy with respect to such politicized NGO reports.

Alternatives (Canada) Update: Government Funding for Radical Politics

With half of its funding from the Canadian government, Montreal-based Alternatives continues support anti-Israel political activity. Through media statements and in cooperation with groups such as the PNGO, Alternative Information Center, Palestinian Agricultural Relief Committee (PARC), and Israeli Committee Against House Demolitions (ICAHD), Alternatives promotes the demonization of Israel, contributes to the conflict, and requires greater scrutiny from the Canadian government.

Amnesty and HRW Claims Discredited in Detailed Report

Amnesty International and Human Rights Watch (HRW) led the campaign that condemned Israeli military actions in the Lebanon war (July/August 2006) as violations of international law. This NGO Monitor report compares the documented evidence presented in a new Intelligence and Terrorism Center report with HRWs and Amnestys claims.

"American Near East Refugee Aid (Anera): Aid Activity Tarnished by Political Agenda"

American Near East Refugee Aid (ANERA) is a major NGO that claims to provide "direct financial assistance and/or gifts in kind to Palestinian-Arab refugees and other needy individuals in the Middle East. With a budget of over $24 million (2005) provided by the US government and a range of private donors and organizations, most of ANERAs focus is on development assistance and emergency relief, and the quality of these programs is considered to be very high. However, as the following report demonstrates, this NGO also engages in biased anti-Israeli political activities, and its publications erase the context of terrorism and promote the Palestinian narrative while falsely claiming to work with all people living in impoverished communities. Such activity is inconsistent with ANERAs proclaimed objectives.

"HRW and Amnesty Promote Caterpillar Boycott"

Based on previous calls for a boycott of the US-based Caterpillar Inc. "human rights" NGOs have joined with a number of extreme political groups in a "Day of Action" scheduled for 13 April 2005. The program and pretexts for this activity continue the previous practice used by groups such as HRW and Amnesty, in which the context of terrorism against Israelis and the ongoing conflict has been entirely erased. Oxfam Belgium produces political poster

Oxfam Belgium produced the following poster, "Israeli fruits have a bitter taste...reject the occupation of Palestine, dont buy Israeli fruits and vegetables." The message is blatantly political, and in clear contradiction of Oxfams mission statement. NGO Monitor consistently attempted to question Oxfam Belgium - via telephone and email. Oxfam Belgium refused to respond.
